The Real Reason the FCC made Woger Retest!

It is well known that Roger Wiseman is a habitual liar. This is very easy to prove.
Roger has long maintained that when the FCC made him retake his license exam that it had nothing to do with his behavior. It was a random event according to
Roger and had nothing what so ever to do with his behavior. A look at ARRL logs and a letter from Special Counsel for Amateur Radio Enforcement, Riley Hollingsworth I obtained from the FCC (anyone wanting to obtain this letter has only has to write the FCC and ask for it under the freedom of information act), tells a far different story than the lies Woger tells!

FREEPORT, OH/GLENDALE, WV: The FCC wrote Advanced licensee Steven A. Tunder, N8WGM, and General licensee Roger L. Wiseman, KC8JBO, on March 29, 2000, advising that it had been made aware of "an ongoing personal dispute" between the two men that included allegations of interference or jamming on 20 meters. FCC Special Counsel for Amateur Radio Enforcement Riley Hollingsworth cautioned Tunder and Wiseman to review §97.1 of the Amateur Radio rules and "to make certain that whatever disputes that may exist are not carried over to Amateur Radio frequencies." Hollingsworth invited the two licensees to contact him to discuss the matter. Last November 9, the FCC sent Wiseman a Warning Notice in response to allegations of deliberate and malicious interference on 20 meters.

GLENDALE, WV: The FCC requested July 11, 2000, that Roger L. Wiseman, KC8JBO, retake the General examination elements under the supervision of an ARRL-VEC volunteer examiner team. Wiseman must appear for retesting by September 11, 2000, or his license will be canceled. Applicants appearing for re-examination are granted an Amateur Radio license consistent with the elements passed. The FCC had written Wiseman on March 29, 2000, advising that it had been made aware of "an ongoing personal dispute" between Wiseman and another licensee that included allegations of interference or jamming on 20 meters. I find it hard to believe your assertion that this incident of jamming on 20 meters is an isolated occurrence. I have too many complaints on my desk about you for this to be a “one time affair.” I have a strong feeling that this time is not the only time you’ve let your emotions get the better of you and acted out in a juvenile manner. My personal opinion is that you have a lot of growing up to do. Generally when this kind of violation occurs I fine a licensee, however since you’ve already stated that you are indigent and can not afford a fine, I will, pursuant to §97.519(d)(2), readminister your licensure exam. Rest assured if your misbehavior continues next time your license will be suspended.

Getting this interview wasn’t easy. I knew Woger’s ex-wife from the files
I was sent from Casebreakers. I had her address “on release” from prison which was listed as: 410 COUNTY ROAD, KEY WEST, FL 33040 from that address I sent a snail mail letter which Regina finally answered after a long delay. I found out she was again in trouble and in a court ordered halfway house (Regina has asked me not to post the address to the Internet, she doesn’t want Woger finding out where she is) for drug offenders. After corresponding with her for several letters I gave her my phone number (she can only call collect from the halfway house) and had her call me. We came to a finical agreement over the interview. I’d sent her twenty dollars up front then after the interview I’d send her twenty more (by mail) I would record the phone conversation. To make sure she was really Roger’s ex I asked her several questions about Woger which she answered correctly, they were: What is Roger’s middle name? (Leo) What was Roger’s mother’s name? (Maria) And what was Roger’s Ham call letters? (KC8JBO Woger’s original call letters before he was made to retest). Additionally, she knew things all through the interview about Woger that are known to be true. I have little doubt she was married to the obsessive little stalker but I will let you make up your own mind. Here is the interview.

Woger Tracker: Okay my first question is: You are Regina Wiseman ex-wife of Roger Wiseman is that correct?

Regina: Yes, that is correct. Unfortunately, I lived and was married to the weirdo. I can’t believe you are actually paying me for this interview. Roger is too stupid to have gotten famous or anything, surely.

Woger Tracker: Sure, I’m recording this conversation right now. I’m going to post this interview to the Blog, I am working on and I also hope to get it to another one of Woger’s stalking victims so he can use it for his radio show. Roger is not really famous, just infamous in some circles. He likes to stalk other men over the Internet.

Okay, lets back up a bit. You were married to Roger for how long, and you were his first wife? Do you have any kids by Roger?

Regina: I was married to Roger for 3 years. Roger worked as a garbage man in the projects I was living in at the time. And no, when I first met Roger he was living with his first wife, don’t remember her name. She was about 10 or 15 years older than Roger and she left him because the Florida Department of Human Services was trying to take their two kids. I, thank god, had no kids by Roger. I lived with Roger maybe a year before his divorce. Then we got married. I don’t know why I married him. I think I might have been drunk most of that whole month. Roger is a dirty little man who didn’t bathe, didn’t know a goddamn thing, and was too fucking stupid to hold a job. Roger is a bitch assed hoe’. He was a coward but when he’d drink he’d get enough “courage” to beat me up. I left him and filed a Victims Protections Order against him.

Woger Tracker: So, Roger just drove up in his garbage truck and swept you off your feet?

Regina: Ha ha! No, not exactly. I was a street walker in the area he worked; I would always stop and talk with him. He is real shy when he is out and in public. He became a regular customer and when he and his first wife finally separated he asked me to move in. I didn’t have anywhere else to go at the time so I did. At first it was okay, Roger just seemed like a quiet lonely guy but after you get to know him you realize he is an asshole and very controlling. He would always would try to control me and my life. I mean Jesus Christ, the fucker is so stupid. No one wants an idiot trying to run their life. And he is a racist from hell. He hates black people. It was always, “Nigger this and nigger that.” It always bothered him that I had slept with black men. It would drive him crazy.

Woger Tracker: Just a second I just want to get some things straight. You were a “street walker” by this you mean “hooker?”

Regina: Yes, I’m not proud of it but that is what I used to be. I had a drug problem and I needed the money for the rock and weed.

Woger Tracker: Okay and you said that the DHS (Department of Human Services) were trying to take Roger’s kids? Did he molest or beat them or something?

Regina: Ha ha! No, I don’t think he was sick like that. I think that it was just that him and his first wife just didn’t clean their duplex up or make the kids go to school all that much. The place was filthy. Oh man, when I moved in I spent the first two weeks cleaning the nasty fucker. It was really bad. The roaches were beyond belief! He had rats and mice all over the place. Their was mice and rat shit in all the kitchen cabinets

Woger Tracker: Was it a HUD apartment or anything? Did Roger receive public assistance?

Regina: No, it was a duplex. It wasn’t really that bad once you cleaned it up. Roger didn’t get any kind of public assistance. He applied for food stamps after he lost his job but they denied them to him. He got unemployment for a while. After it ran out he worked for a few Temp Services but he fucked that up to. Finally he called mommy and begged her for a ticket to come home. We were divorced by then anyway. He left Florida. That was maybe 1992 or so. I haven’t seen him since. Don’t want to either. If I wanted a man who gets drunk and hits me I can find that anywhere.

Woger Tracker: Roger lost his great job as a garbage man? How’d he do that?

Regina: Well, Roger drove the truck for Waste Management or Waste Management of Florida; I don’t know something like that. Anyway Roger got a couple of DUI’s and lost his license. So he couldn’t drive the truck anymore. He worked on the back of the truck for a while but he kept fucking up and I think he’d made a lot of enemies in the company. They fired his ass.

Woger Tracker: Fired his ass! Ha ha sounds like the Roger we know, too funny. Okay I have a few quick questions for you. Then I’ll let you go. Is Roger bisexual or gay?

Regina: I’d say no not really but when he got his computer I would always find like….ahhhh what do you call them? Guy’s pictures that look like chicks, only they still have a penis.

Roger Tracker: Chicks with dicks? You mean Shemales?

Regina: Yeah like that. When I’d ask him about it he’d say he only had them on there as a joke. But I’d find them on there too often to be just a joke. I think Roger was interested in these “girlie men” but I doubt that he’d have the courage to go after one. Roger is a big coward.

Roger Tracker: Does Roger have a lisp?

Regina: No. But he had a lot of hearing problems as a child, ear infections I think. He doesn’t pronounce certain words right.

Woger Tracker: We call him Woger.

Regina: Oh he’d hate that.

Woger Tracker: Does Roger have a master’s degree?

Regina: Hell no. He didn’t even graduate from high school.

Woger Tracker: Was Roger in the Air Force?

Regina: I’m not sure. He claimed he was but I’m really not sure. Roger lies a lot.

Woger Tracker: You said Roger drinks and implied he was a drunk. Is this true?

Regina: Sure, he smokes a lot of weed as well. He’s one of those assholes who have to stay high almost all day. Gets really bitchy otherwise. He becomes a total fucking dickhead if he has to go more than a couple of days without it.

Woger Tracker: Is Roger Jewish?

Regina: Funny you should mention that. Roger says no he isn’t but I talked with his mother, who is actually his aunt who adopted him and she said that Roger has Jewish relatives on both sides of the family. That makes Roger really mad when anyone brings it up.

Woger Tracker: Ha ha ha, that is really funny. Roger likes to accuse Lloyd Davies of being “a self hating Jew.” Poor Roger, he projects his problems onto others.

Okay so just one more question. What is the most disgusting thing you can tell us about Roger?

Regina: Well, he is a real nasty fuck who wets the bed, especially when the little fucker has been drinking. So now you are going to mail me that other 20 dollars?

Bio of an Internet Stalker: Roger Wiseman

This Blog will track and identify the Internet Stalker Roger Wiseman.


Roger Wiseman known as Woger to the Usenet community is an obsessive Internet Stalker. Woger has stalked both me and my family, almost getting my sister fired by making over 100 phone calls to her job. Currently, Woger Stalks Lloyd Davies and “Our Hero Steve” on a little known Forum called Nim Busters. However, before stalking Lloyd, Woger stalked several people. This Blog will deal with Woger, teaching my readers how to recognize a Woger post, because poor little Woger has lost so many ISP’s he tries to hide himself. We call this Secwet Woger. Note: He isn’t very good at it. His psychopathic sick little mind sticks out like a “turd in the punch bowel.” I will also deal with what you can do if you find him stalking you. The Glendale police department (Woger lives in Glendale WV) is well aware of Woger's activities.



Woger is a 49 year old man of low intelligence (he was refused by the Air Force in 1978 because of a IQ of less than 90) who lives in a small town in West Virginia in his dead step mothers house and collects a Social Security Check (according to the government because of a mental disability) each month and receives food stamps. This leaves him with plenty of time to stalk others over the Internet. He is a lonely individual who also harasses others on his HAM radio. In 2000 he was caught by the FCC for this activity and almost lost his license (see Arrl logs).



Woger has a long and sad criminal record for DUI’s in Florida and was sent for a 90 observation period to a local Mental Hospital for beating his 73 year old mother in 1999. It seems that Woger “heard voices” telling him to beat up mommy! Court records show that it was not the first time Woger had been involuntarily committed. More than likely it won’t be the last! He has been married twice once to a woman named Regina Wiseman who has a longer criminal history than Woger himself.
